THE TRAVELLER COUNSELLING SERVICE: The Traveller Counselling Service
is a national community-based counselling service, which provides
counselling to Travellers in-person, by phone and online. The service
correspondingly provides training and advocacy service and works from
a culturally inclusive framework that respects Traveller culture,
identity, values and norms and works from a perspective of culturally
centered counselling and psychotherapy.
EXCHANGE HOUSE IRELAND NATIONAL TRAVELLER SERVICE: Exchange House
Ireland provides Traveller specific professional front-line services.
These include Social Work, family support, counselling, psychotherapy,
crisis intervention, education, training and services for children and
young people in Ireland.
Exchange House Ireland is comprised of Travellers and non-Travellers
who endeavor to maintain a working environment that reflects the wider
society we envisage. Exchange House Ireland team of trained therapists
and Social Workers are skilled in trauma work. Travellers accessing
the services are offered a comprehensive, multi-disciplinary and
holistic approach to their issues and concerns.
The?TRAVELLER MEDIATION SERVICE (TMS): TMS IS A NATIONAL SERVICE,
BASED IN ATHLONE, CO WESTMEATH AND A partnership initiative, supported
by Restorative Justice in the Community (RJC) and funded by the
Department of Equality. They work to assist their clients and
stakeholders to find ways to prevent, manage, and transform conflicts
peacefully and effectively.
TMS accepts mediation case referrals from Travellers, communities, and
agencies. TMS also promotes and delivers a number of training
programmers in the area of conflict prevention and intervention.
INTRODUCTION
A national conference entitled _? INTER-FAMILY VIOLENCE AND ITS
IMPACT ON TRAVELLER MENTAL HEALTH __took place on _**Apply on the
website**th April **Apply on the website** in Dublin Castle. The
Conference was delivered by three partner organisations working in
different areas of conflict, mental health and Traveller advocacy. The
key outcome of the conference was the need for an in-depth piece of
research that would provide an analysis of the root causes of
inter-family violence, the implications of inter-family violence and
would correspondingly provide recommendations to address the issue.
BACKGROUND
Death by suicide is seven time higher in the Traveller community than
rates reported in the settled community. Suicide accounts for **Apply
on the website**% of all Traveller deaths. This is just one outcome of
the myriad of negative mental health issues currently being
experienced by the Traveller community in Ireland.
Travellers in Ireland experience severe mental health problems, with
the worst outcome being death by suicide. Many more are living with
one or more visible or / and invisible mental health issues. The
current situation for Travellers is akin to a mental health crisis.
There are a number of contributing factors and causes to this crises.
Travellers contend with high levels of discrimination and exclusion
that are experienced at both inter-personal and institutional levels.

and poverty far outweigh that of the settled community and other
minority / ethic groups. Alongside this, violent conflicts that take
place between families, cause not only physical injury but also trauma
resulting in psychological and emotional damage. This trauma and its
severely negative impact on family life lasts long after the conflict
has ended.
OVERALL OBJECTIVE
The Traveller Counselling Service, Exchange House Ireland and the
Traveller Mediation Service are procuring a researcher who will
identify the best ways of supporting those families and individuals
who are caught up in violent conflict. The research findings and
recommendations will ensure the Traveller community In Ireland have
access to culturally inclusive support services that understand and
value Traveller culture, with the ultimate goal of bringing an end to
violent conflict.
SPECIFIC RESEARCH GOALS
* Provide a detailed and up to date background and contextualisation
of Traveller inter-family violence including the wider context in
which it takes place, Identify the main contributing factors for
Traveller related conflict (both internal and external)
* Capture the Traveller community?s view on inter-family violence
* Understand the perceptions from different groups / stakeholders of
Traveller conflict
* Understand the effects of violent conflict on individuals and
families in terms of employment, education, relationships and mental
health.
Identify what services are needed for families when they are caught up
in violent conflict
* Identify barriers that prevent Travellers using existing support
services and potential barriers to =new services
RESEARCH METHODOLOGY
* It is envisaged that: The research will be mixed method. A
qualitative approach will form the majority of the data collection
methodology with quantitative data to include statistics and other
relevant counted or measured data as relevant
* Key Informant Interviews with members of the Traveller community.
These individuals should have specific knowledge and insight in
regards to inter-family conflicts, or who might have been or are
involved in inter-family conflict .
* A number of interviews with key service providers and stakeholders
including Traveller specific services, mainstream (public and private)
service providers as well as mental health services.
* Desktop research including both academic and grey literature will
form the basis of the contextualization data and interview questions
TIME FRAME
The research would be expected to begin in November **Apply on the
website**, however some flexibility may be possible. Regular milestone
updates to the research committee, are also required and suggested
dates should be included in the proposal with a view to delivering the
final draft to the committee by mid March **Apply on the website**.
EXPECTED OUTCOME
It is anticipated that the researcher will write a report of the
findings and recommendations and presents these findings to the
partnership at an agreed time and venue before the report is deemed
finalised.
SPECIFIC CONSULTANCY DELIVERABLES
* At start up an inception report of no more than 8 pages, which
could be an updated version of the technical proposal submitted during
the application process. The will include the initial scoping steps
and discussions and will aim to ensure mutual understanding of the
objectives, methodology, plan of actions and timeline for conducting
the research.
* A research report (no longer than **Apply on the website** pages),
including:
* The full presentation of the research, including the research
rationale, background, objectives, the partnership, methodology, data
collection tools and analysis, limitations, findings, recommendations
and list of references / bibliography
* The report together with the annexes shall be presented MS Word

report will be made available in both word and PDF formats.
